Before you jump down, look to the left.
Use the grappling on the ring there and do a wall run.
Grab the ledge there, then do a back jump and use the grapple again to grab the ring on the roof.
Swing towards the second ring, jump then grab to that one.
Finally jump to the platform with the artifact.
And now you have the artifact #2.
