For the relic, you need to complete the entire level, but do NOT go inside the temple yet.
Climb to the top of the waterfall.
Roll under the stone thing and get to the other side, then jump into the water. Since there is no current you can swim normally.
You'll find an underground cavern to the right.
Inside you'll find the Kero Mug relic.
